City Of Windsor Coucilors & Phase 1

On November 7, 2005 City of Windsor Councilors supported the 1st Phase recommendation for a new funding formula within the municipalities bingo halls.  The request for this proposal has been forwarded on to the AGCO for consideration.   The following are highlights from Phase I:

bullet

That split between hall operators and charities be amended from 60% to 45&, 40% Hall Operator to 55% on net proceeds.

Net proceeds are gross sales (after exchange), less prize after exchange, advertising and licensing fees.  This would result in a sharing of the profit portion being 90% charity and 10% hall owner ratios.
bullet

That $2.5 million that is traditionally used to pay honorariums be placed back into the pool.  The charity will be responsible

to have only three bona fide members in attendance. The hall owner will provide required staff to fulfill the duties normally   carried out by charity members. Training for the staff will be paid out of Hall’s portion of proceeds.
bullet

The City of Windsor will reduce its licensing fees by 20% and will result in reductions of revenue by $504,463 per annum.

These funds will be redistributed into the pool.
bullet

That honorarium is paid from the charity portion and no receipts be permitted
